I need help writing a thesis statement on sex education in the public schools?

I have to write a paper on contraceptives for my writing class. My topic is a movie called the Documentary of Shelby Knox. She talks about hoe Lubbock, Texas has the highest teen pregnancy and STD rates in Texas. The high school that she attends only talks about abstinence in health class and not sex education. My thesis should coincide with my topic but my teacher keeps rejecting my ideas. Can someone please help me. Thank you!

At the cost of leaving students completely sexually unaware, public education's attempts at sexual education leaves teenagers misinformed and more at risk to find themselves facing the all too real harsh realities of disease and unplanned pregnancies, which could easily be prevented given simple protective measures and instructions.
